What kind of incentive/consequence can you give employees to make sure they sign the acknowledgment form that they received and read the Policy Manual?

What are you trying to accomplish? If an employee "refuses" one solution is to have the supervisor, with an HR person in the room if necessary, hand the materials to the employee and ask them to acknowledge receipt, not agreement.

If they will not sign the receipt, then merely have the supervisor not on the receipt the time and date of the delivery and the name of the "witness".

Staff do not have to read the materials but they do have to abide by the rules. Ignorance of the rules at work is no different than ignorance of the rules of the state or government. You can still be fined or imprisoned by the government regardless of whether you knew the law.

You can be fired/suspended etc at work whether or not you read the rules.

Stupid is as stupid does...............

Thanks. My boss wants to say it could affect your raise or compensation if you don't sign it, but I don't think that's a good idea.

I believe the best approach is treat them like adults. Explain the options and let them self select the pain.

Some folks just do not like to sign anything including annual appraisals. Thats ok. Just give them the materials and tell them "tag your it". You are in posession of important information that, going forward, we will assume you know and understand.

Not knowing and not understanding is not an excuse for not knowing the "speed limits" here at work. The penalites remain the same.

At our company, the handbook is given at new hire and HR (me) makes sure we get a signed receipt from every new employee. Failure to do so means that they would not have a job with us.

And yes, I realize that a large # of them never read the thing. But they do understand they are expected to follow the policies therein. And that handbook has served us well in unemployment cases.
