are there any safeguards for non-union Registered nurses that do not want to change to 12 hour shifts when the management are implementing this unfairly? where can i get information about alternative work schedules for title 38 nurses besides human resources at the dept of VA?

Generally an employer has the right to set work hours. There are a few limited by law exceptions such as airline pilots or truck drivers.

Otherwise it is up to either a union/collective bargaining agreement or whatever the employer has set as work shifts. You say you are non-union. Not sure at this point that you will have much choice. There is no law that states work hours/shifts must be "fair".

I know nothing however about Title 38 or whatever dept you referenced.

ok, went and looked up Title 38.....and it looks like it is governmental/for veterans care.

From this section: http://www.law.cornell.edu/uscode/uscode38/usc_sec_38_00007456---A000-.html it looks like to me that a 12 hour shift IS normal and repeatedly states a 12 hour "tour of duty".

I would think that you could choose to contact an attorney familiar with Title 38 (at least one popped up when I googled it!)....but since it is a federal government issue, although you stated "the management" was making the change, I doubt you have much leeway, but maybe someone more familiar with Title 38 will give you a better answer.
