Contract states only 10% of the workforce can be off per day for vacation. 88 people work in plant. Company wants 6% on days and 4% on afternoons. Should this not mean the 10% be by seniority from 1st

As a 22 year employee on days I cannot get any summer weeks off but afternoon shift employees with 16 years can.
By the wording do I have a greivance to change this NEW practice.
