could a collective ratings for team be the rating of the supervisor
then, we are forcing the manager to do his best to improve their performance!

Probably not. Here are a few of the reasons why:
1. The team does not know or set the supervisor's goals so how could the team rate the manager against unkown goals?
2. You are assuming that the team will agree on the ratings. What does that process look like? Why are assuming everyone really agrees with you. If you do this a collective you may not get each person's real feelings only their "public" feelings.
3. Do you have an incompetent manager when it comes to performance appraisals?
You say you wish to "force" the manager to improve "their performance". Are you referring to improving your performance as part of this team? If you know what is wrong what is stopping you from taking corrective action? Just sayin'

let me explain what I meant;
First,At the beginning of the year:
1.Each employee will write his SMART goals.
2.His manager will discuss with him & ensure employee's goals are alighned with the Department Golas.
Second, At the end of the year
1.The employee will rate himself, (for records only)
2.the manager will rate the employee (the real rating).
Third, (the idea I want to vhalenge is here)
when it is the time to rate the menger, why not we take the average of the ratings his employees acheived & let it be his own.
I hope I could explain my thought

Thanks understand your point.
This however is not a school room where you rate a teacher based on the progress against standardized tests that the students attain.
The manager/supervisor has a broad spectrum of organizational goals one of which MAY BE to improve the skills and performance of the team members.
However, if certain staff members are not meeting their SMART goals then individual action plans should be established and monitored to improve performance in a fixed time frame or..............
Managers are normally accountable for the teams' productivity, outputs, costs/budget to deliver, "profitability", safety, etc.
The managers manager undoubtably gave the manager their own set of SMART goals that they agreed to and that is what the rating should be based on.

Agree that using his reports scores ONLY to do his rating will not be accurate. He should have other goals unless his only job responsibility is managing those below him. Most managers I know do a whole lot more than that!
And if the manager is the one rating them, won't he have an immediate bias to rate them high (because he KNOWS that will play into his average)? If so, then you are introducing another bias into the perf review system.

While it may sound good in theory, in practice, when you start to use the manager's ratings of employees to rate the manager, you will be surprised by how much the employees' preformances have improved!
