not sure how to explain this but i'll try...i work for a govt. entity, we are housed and work with another Non profit entity who has a contract with state to provide services to the public. We attempt to work together but have had some infractions. Our HR has stated the NP entity cannot have our personnel information regarding time sheets, reasons off, and included cannot discipline govt. staff. I had a situation where the manager of the NP entity reprimanded three govt staff about customer services and that she had phone complaints about it. I am a Sup. with the govt and it was understood/ told to me by my managers that the NP should meet with me regarding any personnel issues with govt staff and then i should deal with govt staff accordingly. Are there any legal issues about staff of the govt entity being reprimanded by another entitiy? Can staff file grievence if they feel the reprimand was creating a hostile environment? Or is this not a really big thing? I'm concerned it is setting a precedent.

There are no legal implications. Grievances matter if the staff are unionized. This does not in any way fall under the category of hostile work environment as that term is defined by law - not even close. However, you really do need to speak to this woman and make it clear that she has no authority to reprimand your employees and that she must not do this again.

This other person has a boss. If you get no results from talking with her then go to her boss.
