I have 10 years of service with my current employer. I have held 3 different titled postions within this 10 years of employment.
over the last 4 years I have applied for 5 various internal positions

I have 10 years of service with my current employer. I have held 3 different titled postions within this 10 years of employment.
over the last 4 years I have applied for 5 various internal positions and have been declined. most of the positions i have applied for are within the same dept i work in. my issue is that i know that i am qualified for the job...however my manager maybe not be giving me a position review to the hiring supervisor/mgr of the positioni have applied for. its like she keeping from moving foward in my career path. i witnessed this issue with someone else that held my position before me. the employee would apply for different posistions and the manager would not reccomend her for the position. What is my approach to handling this type of issue?

I doubt that there's much advice that anyone can give you here. Your best bet might be to talk to your manager and have a discussion about how you can successfully apply to positions within your organization. Or with your HR department.

This happens more than folks realize. Don't fall into a rut. Your current employer is not in a position to recognize your full worth.
What advice would give someone that came to you and described the situation? Look for your next career option outside the company. No sense giving them any more of your valuable time if you are locked in.
