One of our managers recently hired an employee who presented their Social Security Card as identification. We've checked the SSN on the BSO website and they advise that the number has never been issued. We instructed the new employee to go to Social Security to get the issue resolved. They are asking if they can use their ITIN in place of their SSN. How should we proceed?

See my response to this same question in the General Forum. Short version: send the employee home and give him 3 days to come up with documentation that is specified as being valid for identification purposes on the reverse side of the I-9 form. Terminate if he doesn't - an ITIN is not an acceptable form of documentation.
