A letter was received by my wife stating that As of July 1, 1999 there will be a mandatory deduction of 2% of her salary that will go into a 401K plan, the company will not match funds but forcing her to take the plan. Is this legal in North Carolina.

Mandatory deductions are issues under state wage and hour law. In some states, an employer cannot deduct money from an employee's paycheck without written authorization or a statute which requires deductions (i.e., taxes). In other states, the field is pretty wide-open.
