Repetitive enabling behavior is not your friend. Nor is OCD behavior regarding risk avoidance, but I digress.
Somebody needs to take the professional road here. That means the following:
1. Explain the duties and responsibilities to this person.
2. make certain they know the performance standards of the role.
3. Counsel them on non-performance.
4. Then make a retain/ terminate decision.
Right now the excuse of restructuring the position is simply an excuse to cover up managements prior inept enabling behavior. Harsh but very real words.
This guy could make a claim of retaliation quite easily. Whether or not is stands is irrelevant; the cost is there and there is enough foolish decisions on the part of management to keep the costs up there. It will likely cost you more to terminate him right now instead of go through the steps I outlined above.
The next step is up to you.
