Rehiring employees

We are in the process of hiring twenty production employees for our facility. Our shop floor managers put together a list of names they recommend we rehire. These employees are members of a union (International Association of Machinists) but have no recall rights as they have been laid off for a period exceeding the contractual recall time frame. Our HR organization is concerned with just going forth and hiring from the list of recommended prior employees. HR is concerned that we need to have a strong defensible position as to why we did not hire individuals that are not on the recommended list that had performance reviews that indicated they were competent prior to being laid off. All of the employees that were recommended had performance reviews that indicate they were competent or better. It seems to me our risk is very low if we were to just hire off the recommeded list with a background check and very abreviated interview prior to hiring. Please weigh in on this if you have an opinion or experience with this type of hiring activity. Thank you.

I think I'm with HR on this one. I will allow that I've had experience hiring IAM members off a recall list and I'm not a huge fan.

However, all the names on the list being former IAM'ers raises a flag (mostly about where the sympathies of your shop floor managers lie). I would also not want to give the IAM local fodder to point out to prospective and real members what a good job they did getting former members hired over former non-union members.

Were I running staffing, I think I'd insist on advertising/posting the position and selecting the best candidates regardless of union affiliation.

Thanks for the response. I appreciate your perspective on hiring "IAM'ers" via a recall list.

You also give me some pause with the comment about where sympathies lie. I think most of the managers are not so much IAM fans as they want to hire individuals they watched perform at a high level in the past and demonstrated the right attributes to improve overall performance. Unfortunately, the managers are forced to employ IAM laborers whether off the street qualified no prior affiliation with IAM, or previously employed/IAM members qualified.

Good point on fodder for the local union leadership. I suspect posting and interviewing will yeild the same number of superstars from our list as just hiring off the list. We will see.
