good to know it isn't illegal but I agree that it is kind of icky and should fall under "nobody's business" in terms of policy and practice.

Hi:
I would not consider such information medical. However, given the fact that this issue has been the subject of litigation (unsuccessful to the party resisting publication of such information) rising to the Supreme Court of Iowa, such a practice obviously can trigger negative reactions by employees. However, strictly from a legal perspective, since the Iowa case involved government employees who were not successful in resisting the release of such information, and due to the fact that the majority of non-governmental employees do not have extensive privacy protections, such complaints would probably be without legal merit.

We're only discussing leave balances, but here's the kind of likely to happen activity when the wrong people have access to medical or personal information...
The 13-year-old daughter of a hospital employee took a list of patients' names and phone numbers from the hospital when visiting her mother at work. As a joke, she contacted patients and told them they were diagnosed with HIV. "Hospital Clerk's Child Allegedly Told Patients That They Had AIDS," The Washington Post, March 1, 1995, p. A17)

I'm having a somewhat difficult time imagining what someone could do with vacation/sick leave balances along the lines of the 13 year old brat described above.
Maybe I'm just not good at devious creativity. But I could be very creative in applying some discipline to someone who might abuse such information, as in "Here are the directions to the nearest unemployment office. You need them. Good bye".
Still, I don't think company wide access to everyone's leave balance is a good idea and, with today's computer technology, there are more secure ways of making this information available to those who need to know.

I think we are seeing the type of over reaction to relatively innocent matters that tend to categorize HR people in less than favorable light.

Attendance is rather central to the conduct of business and so I would think that having some kind of pie chart that indicated how the company was doing overall (backing out vacation and holiday) might be useful. And maybe putting it up by month/ytd. I would guess at the heart of the matter here is a desire to communicate a link between organizatin performance and attendance, between profitability and a motivated, reliable workforce (management's responsibility to create, sustain).. If there is a desire to post this info for any other reason, those reasons are suspect to me and are in a negative spirit. In that case, posting will likely lead to some negative outcome.
