I am sure glad that this has been resolved.

This is worth a read:

"Retaliation and Waiver. A covered entity may not retaliate against a person for
exercising rights provided by the Privacy Rule, for assisting in an investigation by
HHS or another appropriate authority, or for opposing an act or practice that the
person believes in good faith violates the Privacy Rule."

This individual "in good faith" felt the "privacy rules" that resulted from HIPAA had
been circumvented.

Where this goes from here -- who knows but a company that provides health care for some or all of its employees should review their processes and training. Some obligations that a manager must manage cannot/ should not be delegated or subverted.
