I am looking for information on controls and policies that technology companies have in place in order to comply with IRS/DOL regulations regarding temporary workers and Independent Contractors. Could anyone please share how your company ensures compliance? I understand the rules, now I'd like to see what other companies do. Thank you!

Not a tech company, but our group of companies requires that every temp/IC be processed through HR with HR specializing on making the call on whether the position requested fits into DOL/IRS guidelines. And checking length of service on temps to make sure they don't go past the limits in any benefits plans. No hire or contract makes it through without HR approval first.
I do understand that tech companies have many more temp/ICs than we do, so in that case, I would hope that there would be an HR position dedicated or responsible to dealing with issues for that group.
From what I have read on multiple HR forums, the DOL/IRS are taking a harder line on ICs than ever before. So the documentation must be solid and that requires a one-by-one review of each person...not each job description or level.
If you allow individual managers to make those decisions, often they are not trained well enough or they skirt the rules because "they really need this one".
