I don't think any of the prohibitions for 16 yr olds match, but you know your business better than anyone!

I would suggest calling someone in HR at the Houston Medical Center. They would know all the rules regarding who can handle potential hazardous materials.
Even if it turns out to be legal, there are ethical and moral issues. Consider all you know about the position (or should know) and then decide if you would allow your 16 year old son or daughter take that position. That should be a good guide.......

I agree with Howard that you should contact YOUR HR, but it kind of sounds like you are the HR person based on your username. If they don't have the answer, I would go to corporate counsel and/or your insurance broker/agent to reveiw policies since at this point, we know it's not illegal based on TX Child Labor Laws.
I am not sure an HR person at the Houston Med Center would take on the liability of giving you this advice, especially if they don't know you. I know I wouldn't!

Maybe they'd give you the advice not to do it. Heck, I would probably give advice not to do it! I would just be surprised if you could find someone willing to give any advice that you could then use as a backup reason/source. I know my CEO wouldn't take the response that "unknown HR person" online or that I talked to said not to do it. He would take advice from legal counsel/insurance brokers/etc that explain the risks and liabilities.
Granted as I fully admit, I am medically stupid, that this might be an open and shut easy "NO". But sometimes you have to have solid backup to the person who is asking.

HoustonHr-I guess we should ask, what is the motivation and desire that this task should be done by 16 year old rather than an 18+ year old??
