I am not understanding why you assume that someone over 40 is the most expensive candidate. I am also not understanding why anyone would suggest that paying the least amount for an employee is somehow a better choice. I firmly believe that if you pay peanuts you get monkeys.
It was recently released that workers over 40 are more productive and better than those employees under 40. That helps shoot this ridiculous theory down that somehow equates age with income or wages as more of an expense than an investment.

It is an easy assumption in this example to assume that a 16 year old will cost less than a 40 year old. In fact I would be hard pressed to find an example of any job that can be done by a 16 year old where they would not be the least expensive candidate.
Why would that surprise you? Has nothing to do with any other factor-quality, value, consistency, loyalty etc.
We will just have to disagree on this one unless the original poster provides us with the information we need regarding why they want a 16 year old in the job in the first place.

All- Thank you for your feedback. We were only considering a 16 yr old because this opportunity would only be for a very short time frame & it would be truly only mediocre work for 3 wks for the summertime. Again, thank you all for your comments.

Houston that is probably the best reason I could ever think of to hire a 16 year old. It makes perfect sense and is as I imagined.
