I work for a federal contractor in IL. We would like to do phone interviews for a position before bringing them in for a face to face interview. My HR Manager is of the opinion that the laws require

Hi:
According to relevant OFCCP regs, visual observation is permissible when the applicant appears in person and declines to self-identify their race, gender or ethnicity. The language doesn't seem to mandate such an approach, but acknowledges that it is acceptable.

Of course OFCCP regs do not apply to employers who are not government contractors or government agencies.

Of course---but the agencies that have endorsed the Uniform Guidelines tend to be fairly lockstep in their policies.

How to Address Flagging Motivation?

How do I increase motivation levels in the department? How do I brand my business unit as an attractive place to work? I have top-notch IT professionals in my business unit who feel they are "children of a lesser God" because they are non-billable resources and do not get plum postings abroad, nor the glamour that goes with them.
