I agree that late is late and a grace period becomes the new "clock in" time. However, what is happening is you are confusing timekeeping requirements with tardiness. They are two different things. Someone can be late by say, three minutes, but still be paid for the time since most companies round the hours rather than pay by the minute. Example: Clocks in at 8:03 am and leaves at 4:00 pm. Gets paid for 8 hours (I'm not taking into account lunch or breaks here) - no deduction in pay is made for the three minutes, but the employee is still marked tardy.
