You don't need to move out of HR, you need to move out of that company! With unemployment so low and qualified HR professionals hard to find, you shouldn't have any trouble finding a great HR position with a company that appreciates their HR service providers.

Has anything been done to sell the achievements of HR in the organisation? Whether it be cost reductions, morale improvements or more focussed and motivated employees you need to market HR and its benefits to the organisation.

HR is no longer a cost to any organization. You need to expand on the value added aspects of HR.
If your organization is really that bad, look for another one. If you truly have a passion for HR and they can't (or won't) support it, move on.

You might want to dig somethingelse that you can show as 'added value'.Lots of simple things (but carefuly wrapped) that can boost the public perception on all of us as HR practicioners
