I have done my human resource management from India and am currently working with a pharmaceutical industry in India. I believe to get good learnings in HR, the book on HR by Steven Robbins and David D'cenzo is very useful. It has good case studies and illustrations as well.

In my country very popular are the books Michael Armstrong. I think that they are really useful.

I would highly recommend the books by Attorney Richard J. Simmons (not the diet and fitness guy) that are sold through Castle Publications. I know you can buy them online through their website, maybe also through Amazon.com. His books on COBRA, ERISA, and other books are great.

Since he is located in California, you have to look at the titles. If the book is based on Federal Law, it will have a neutral title. If it's for California only, it will say so in the title. His books are used in Law Libraries all over the U.S.

I have a couple of suggestions for you. When I first entered the HR field a book that really helped and still does today is "The Complete Guide to Human Resources and the Law" by Dana Shilling and Prentice Hall Books. There is not much you can not find in this book and I remember it being pretty cost effective.

Another great tool I have found, for writing policies and any correspondence is "The Complete Do-It-Yourself Personnel Deparment" by Mary F. Cook and also Prentice Hall Books.

My situation is very similar to Jennifer's. I am the HR manager by default. I was an accounting major, hired to manage the books for a very small (<20e) org. Since that includes PR, it also included all HR administration. No one at my org. ever considered that we might need an "HR department", HR was something that just got done (and not very well!)through other functions.
I made it my personal mission to bring all our HR procedures into legal standards and being a small and casual org. has made it tough, but my boss is very supportive. I also recommend the www.dol.gov site. I've used that as a resource quite a bit and I'm anxious to also gather some of the books mentioned here and find a good association in my area. Does any one know of any in the DC area?
I have made some progress, even without formal HR education. My next challenge is to create an employee handbook. Does anyone have any suggestions or know of any good resources for that?
