I had a similar experience earlier in my career. I had my degree and about one year of experience doing a great internship.

My first suggestion, would be to ask your boss, what he/she envisions with an HR department. Why did he/she feel the need to to develop an HR department? That will help you start to meet the company's original expectations. Find out what are you responsible for (Benefits, Policy and Procedures, Employee files, Workers Comp, Procedures for Performance Appraisals, Employee Relations, Planning Company Functions, Payroll, etc.).

Then start collecting all of the information that has been created that deals with your position. Chances are, some of your responsibilities were previously taken care of by various other people in the company. Collect employee file information, company policies (chances are there are some written, but you may have to rewrite, edit, or update them), job descriptions, etc. Then write your goals for the year. What would you like to accomplish during your first year as the HR representative (start with the basics)? Be realistic! It can get overwhelming if you try to do everything at once, so remember to take one step at a time. It took me two to three years to establish a really good foundation for the HR department and get it functioning the way it needed to be. But I am still working all of the time to improve things and add programs as I can.

Thirdly, develop contacts in Human Resources. Attend seminars where you can learn HR skills and where you can meet other experienced HR professionals. HR contacts are great references when issues which you are not experienced with arise. Also, do your reading. Read about issues affecting HR (new and current laws and regulations, changes taking place in HR, etc.) Join SHRM and Workforce clubs! They provide wonderful resources to lean on. They have areas for members on their websites with sample forms, sample policies, sample job descriptions, sample performance appraisals, info on current legal issues, etc.

Good luck!

i'm an accidental HR person

my responsibility now is to automate our HR. Automation would move smoothly if policies and procedures are already in place. Unfortunately, ours is not that great when it comes to documentation. A lot of unwritten policies and procedures. here's my problem, unless they (our HR people) start working on the policies...my project will surely slide and i will not be able to meet my targets. I would like to give our HR people the direction as to where to start REVOLUTIONAZING(so to speak) our HR department. Where should we start?

please help!

My first question would be, what are you trying to automate? And how? There are many aspects of HR that can be automated...and probably an equal number that cannot. The first set of decisions rests around that question. Then, for each task or area to be automated, document a policy if one does not exist now, as well as a work flow process. Then try to automate from there. It sounds like a huge, complex task, especially given the relative lack of documentation. Perhaps a phased approach would be best - hit the largest paper-driven process first, my guess would be benefits or vacation, then move into other areas. Good luck!
