My boss has been in the hr business for over 10 years and from what he tells be some of the differances would be that years ago it was easier to terminate an employer. They also hiring more in bulk without realizing the cost of the many whom they hired that weren't truly suited for the job.

Ohmigosh has HR changed in the last ten years. Just look at the Americans with Disabilities Act, the Family Medical Leave Act, the final regs on COBRA, EGTRRA, GUST, and the lovely and talented HIPAA, plus the slew of other state legislation --California alone has 54 workers' compensation bills pending before the legislature JUST THIS YEAR!
HR has, indeed, changed radically in the last ten years. What did anyone know of sexual harrassment (and its legal consequences) ten years ago? Did we know the meaning of "reasonable accommodation"?
Yes, our job has gotten tougher. But HR people are tough to begin with, so I have seen over my fifteen year career in HR.
We may sing the song against administratively burdensome laws, but, if we weren't there, who would sit in and comment on the public fora held by state and federal governments to temper the regulations and laws?
HR has gone from the dank back-office personnel department to having a seat at the executive table. No longer do we just hire and fire, but, now, we provide a safe working place, rewards and recognition, equitable pay, and counseling for our employees.
Would you leave those jobs to Finance or Facilities or an Engineering group to manage?
HR stands tall and proud over where we have come in the last ten years and it will hike up its britches and get to work on the next ten years. I will be here and I know it will be well worth staying.

I know this is a hackneyed experssion but I feel we truly are more of a strategic partner than ever before. We are part of the process that gets to be proactive rather than reactive. I was once referred to as the manager of the "poisonell" dept because all I did was hire and fire and they saw me as the "grim reaper" or "terminator". Now I get to do workforce planning, change mgmt, performance planning/mgmt, etc. People enjoy seeing me walk into their facility because I am part of the reason that they are successful.

Yes there was a lot of change in HR Role in indian context.the emphasis on out sourcing the generalist function like manpower data maintenace,service records,leave n salary /
remuneration system maintenaces have been eliminated from core activities of HR .In certain cases as there was a lot of HR agencies to cater the manpower acquesition
,Performance mgt,Trg&Devp ,compensation management activities have been out sourced.
Literaly very thin staff in this profession were allowed to have the buying in organisation. Similarly the Collective bargainging group issues have drastically reduced due to felxibility adopted by government,so the role of Industrial Relations perfessional have had come done the same was case as in techonology based company the eliment of labour and creticality of IR too was not significant.
Thereby the role was drastically changed .on over all the function is shall be treated as an out sourced parter but not as an internal partner.
