Needing sample of Proposal to increase HR Staffing...

I am preparing to write a proposal to add a Benefits function to my HR Department and was wondering if anyone else has an example they would be willing to share.

I am responsible for the Corporate HR function with 996 employees located in six different loctions within the state. We will be adding at least 150 employees in 2004. Currently it is just me and an Administrative Assistant that I share with five other people here in the corporate office.

I am a sport but I'm buried - I don't think I'm being unreasonable in my request for an addition to staff.

Of course you're not unreasonable - but you still need to make the Business Case for HR, in general and for getting more staff.

This means finding ways of describing HR in terms that make sense to the Financial people. For example, getting the complete costings, (in terms of managers' time and company money), of recruiting new staff can be used to show that improving staff retention is a good business move, and your dept are the people to do it.
