How to go about finding an HR job?

Hi all
I have a Master's degree in HR, 2 years work experience in HR in India and the PHR certification . I am currently based in Seattle and looking for a suitable position. Any ideas/tips on how I should go about doing that? Is the HR job market really at its lowest? What are the future prospects? Thanks!
