Getting done work is not the only issue, the issue is to get work done effectively placing the examples to others.

late coming and late going is something like every one will come late accoring to convenience and stay late up to their convineince how effective then administration will be.......

What is the problem you want to fix? Stating late and leaving late is not a problem if the work gets done correctly and on time.

How many employees are there?

How many employees start late, leave late?

Do you have an attendance policy? If so, are you enforcing it? If there are no limits on their "comings and goings", how far out-of-hand will it get before you step in and start to discipline?

If your objective is to police employee movements into an out of the building..then crack them good.

If your objective is to get good work results for a fair wage paid..then move on to another issue.

What would you do if you had a job/task that your evaluation and experience indicated should take one person 4 hours to complete and you hired someone who consistently did it in three? Would you reprimand them?

It's about the work.

These senior employees become role models for the juniors and therefore it is their responsibility to be disciplined which would otherwise affect the general work environment

You might want to them know how their tardiness affects others. Often times we cannot get our work done if we depend on info from others who are not there. Also, does their tardiness leave you short staffed and others have to do more than their share? We had one woman who took 1-1/2 hour lunches from time to time, and one of these times it left only one person in our customer service dept. Needless to say, she was frazzled and it was not fair to put her in that situation.

yes...
This is an annoying practice. And it reflects on the company's image as one where being off schedule is ok...
And this could pose to be a BIG problem in workplaces where PCs are shared by the middle/low level management who work in shifts. They, looking at this lenience assumed by the top level, also start coming in late and staying over late.

However, like BobGately says, it really shouldn't impact productivity as finally their share of work gets done.
