HELP w/Creating an HR Department

We have 3 companies - that were just MOM and POP type. After I cam on board, I started to change a few things regarding HR. I created a policy manual for all 3 companies, engaged in the implementation of a Cafeteria plan but now - I need to create an "Official" HR departement for all 3 companies and do not know where to begin. Can anyone help me with Steps to creating an HR department as well a perhaps a template for creating an HR Budget (or a copy of an example HR budget, so I don't omit anything)
