We have 3 companies - that were just MOM and POP type. After I came on board, I started to change a few things regarding HR. I created a policy manual for all 3 companies, engaged in the implementation of a Cafeteria plan but now - I need to create an "Official" HR departement for all 3 companies and do not know where to begin. Can anyone help me with Steps to creating an HR department as well a perhaps a template for creating an HR Budget (or a copy of an example HR budget, so I don't omit anything)

A sound understanding of the new role of HR Departments can be gained by reading "Tomorrow's HR Management" by Dave Ulrich, Michael R. Losey, and Gerry Lake. See ISBN 0-471-19714-9 and published by John Wiley & Sons, Inc. A good book that outlines the role of human resources with internet sources and case studies would be helpful. "Managing Human Resources" by Arthur Sherman, George Bohlander, and Scott Snell published by South-Western College Publishing with an ISBN 0-538-87075-3. Look on the internet for the Society of Human Resources Management (SHRM). You can gain access to their white papers and library. Look for a local college chapter or community chapter to gain access to mentors. Let the adventure begin! Lee A. I agree with the above posting and, as well, I think if you have not already done so, you should perform a general audit of the HR function or state of the companies from an HR perspective. You don't really know what you need until you see where things are in their current state. I have started a few HR departments from the ground up and the best advice I can give is to take a period of time, 30 - 60 days, to figure out what is going on and what the needs of the business are, then make a business case for your priorities.
