Tough task when you're new. It takes some time to understand the dynamics of the people and the logical structure for the work. Many organizations have charts posted on their websites, especially academic institutions, that might help you start. Other than that, ask for input as to what currently happens, but don't be tied to it. That is only a starting point. It is a great opportunity for you and can pay off with increased effeciency and people feeling like they are part of something that works. Just remember there will be growing pains and people don't like to change if they don't know the whole context.
