A couple of points.
1. Companies can only handle a certain number of "creative people". The rest of us just have to get the work done.  2. There are a number of "suitable" work atmospheres. No one answer. 3. The number one way to retain staff is to have a manager/supervisor who knows how to tailor communications to each member of the team in a way that they feel appreciated for the talents they bring to the workplace each day.

Depends on the industry, level, workforce etc. There is no one size fits all. I can say that Exxon and Shell -- while doing the very same thing in the same industry -- have opposite atmospheres but both are successful corporations. Could you really say either is wrong or not attracting new talent? NO! They just attract different types of personalities and each make those personalities successful.
But I will say having the WRONG atmosphere is detrimental.
Common respect and courtesy go a long way no matter what business. Open communication lines (going up and down the ladder) can help. Personally I like consistency in employment policies for ALL employees. I find that is one thing that can wreck the work atmosphere quickly. Where some are held to policies but others are not.
Often times though, you find that creative hires tend to be personalities that majorly impact the atmosphere....both for the good and the bad. One of the most creative communication employees we had at a large HR consulting firm years ago was a bear to work for. She yelled, she cussed, she slammed things....etc. Not a great atmosphere in her department, but they produced some amazing results!
