I'd like to know where other HR Professionals draw the line when it comes to completing the I-9 for new employees.

I have always operated on the belief that new employees must provide I-9 documentation and the I-9 must be completed prior to a new employee starting work.  If a new employee doesn't have their required IDs the first day the don't start until they provide the ID or the acceptable receipt showing they have applied for a replacement.  I know as the employer we have 3 days to get that form completed and filed.

What I want to know is how many of you allow new employees to start without their required ID and give them 3 days to bring it in?  I have come up against this issue with my superiors and it is a frustrating issue because from what I have read there are no federal laws requiring the ID from day one. 

My argument is that if someone can't come up with what they need, why even have them work 3 days?  And why put myself in a situation to have to chase after them for 3 days.

What is the concunsus out there?

Follow federal law and give them the 3 days - there are no laws requiring documentation on day one.
