What formula could we use to suggest how many more employees we may need to handle this kind of growth?

A very broad question and impossible to answer without knowing more about your company. Are you just a sales organization or do you have manufacturing, service, logistics etc as well? What kind of sales are you doing and to what kind of customers. A 25% increase in sales doesn't necessarily mean a 25% increase in staff depending on your support infrastructure.
A good starting point will be your sales force, of course. I'd base a first set of assumptions on what the average full time sales person can do in annual sales. Then I'd look at your sales support staff to see what additional resources may be needed. You might want to consider having your CEO have his direct reports provide input into the resources that will be needed to support this ambitious goal. Bounce those (typically generous) estimates against your assessment.
Long answer to your question. Short answer is that there is no magic formula.
