It's my opinion that salary caps should be "soft caps". There may be extenuating circumstances for someone being at or over cap. Generally, they should be an indicator that someone is ready to step up to the next level. In some cases, they may indicate that an employee chooses to or is prevented from moving up. I think minimums and maximums, if properly set and administered can help with career planning. My opinion only.

When performing as a Compensation Mgr, I continually review in-house as well as mrkt compensation. One of the areas is what % of 'ees are at or near max. Needs further study: length of svc, comparison to mkt, etc.. Paystructures are modified accordingly.

One disadvantage to cap is that Spvsr often don't "think it's fair" to continuing annual perf review on an 'ee at max. This can have a serious impact on a perf mgt program.

As with any policies, "exceptions" s/b defined amd administered equitably. More on that, if needed.
