Our IT company is considering implementing a training payback policy - so that if an employee voluntarily leaves the company within 1 yr of receiving $700 or more training that is paid for by the company, s/he would need to pay back the cost of the training. We are trying to benchmark this type of policy - is it common to the IT industry and if so, are the terms similar?

When I worked at Software Spectrum, we sent our new tech support employees through Microsoft training, after which they were prepared to pass the MCSE. The training was valued at almost $5000, and each employee undergoing the training signed a promissory agreement, agreeing to pay off a prorated amount of the training if their employment was terminated for any reason before one year.

I did this but not in the IT industry. It did help a bit but also got a little sticky in some situations. We wound up pro-rating it out in some cases where they were close to the 1 year mark. For example 10 or 11 months and had an excellent record during that timeframe.
