Recruitment Firms, like any other business are feeling an effect from the recession.
However, there are many who are busy and working even more during this decline then we do when the economy is booming. I've always focused on multi-talented people capable of putting fires out, while implementing different practices, cross-training people when business is slow, in order for my clients to become 2-3 years ahead of their competition when the recessions are lifted.
This is my 31st year, with May marking my 27th anniversary for my own agency. I thrive on multi-talented people capable of transitioning departments or companies overall. I wil say my Mid-Western state region is taking a blow, with most of my concentration being in surroundig regions right now. Other Recruiters are aiding me
in searches as am I for them. When the recession is over, I will unwind, and companies will return to hiring numerous people through Temp, Temp-to-Perm agencies.
During a crisis of survival, as we're facing today, companies are only going to seek the top talent they can find, capable of moving to multiple departments in growth patterns. I like replacing my people once they are promoted internally. different vision, approach, but it's worked for me.

Briefly
Recruitment agencies are a contrivance of HR to outsource a responsibility that they did not want to have. Their use also helped them believe that they can create distance from the selection process to warn off any vicarious liability. However employer legislation is changing making them more accountable for any staff selection process.
Also it is apparent that many agencies have not succeeded in supplying the right employee, their cost are too high and many do not have the industry experience to ensure the employer gets the right staff. They tend to do what the employers rep wants them to do in order to maintain their contract

I feel compelled to join this self serving discussion to add some balance. I am a company director and not a recruiter. Our company suffered for years from the efforts of an incompetent and i must say lazy internal recruiting function. Far from 'knowing' the company they didnt understand business at all the nor the capabilities we were looking for. Yes switching to a few select external recruiters has been more expensive but the payoff has been extraordinary. They are far more professional presenting qualified candidates far faster, their selection and pshych testing procedures have resulted in much better fit of candidates and therefore lower turnover, higher productivity and employees of a calibre we have never been able to get access to before. Our extra investment has been repaid many times over. If all you need is warm bodies by all means use internal recruiters or the internet. Or if you are our competitors - please continue to do so!

Daily Q&A
How to Address Flagging Motivation?
How do I increase motivation levels in the department? How do I brand my business unit as an attractive place to work? I have top-notch IT professionals in my business unit who feel they are "children of a lesser God" because they are non-billable resources and do not get plum postings abroad, nor the glamour that goes with them. As a result, their motivation suffers.
