mkaniegh: Please be honest in your postings. You are clearly an employee of gettinghired and should identify yourself as such. Besides, the original question asked only about applicant tracking systems and not (another) behavioral assessment tool.
There are a huge number of applicant tracking systems out there and , with so many, it's actually a buyer's market. You mention that requisition posting is important for you, and most will do that easily. Other things you should look at might be ability to search on your resume database (some are much better at this than others), reporting abilities, ease of use (eg, how intuitive is the user interface), cost, etc. Also look at how you might be able to interface with other support vendors such as temp agencies, background check vendors, pre-employment test vendors (hint: there's an industry standard interface for vendors called HR-XML. If the vendor doesn't support HR-XML, you'll be spending money every time you change a vendor). What does the onboarding capability look like? Is there a "one button" onboarding paperwork package that can be generated? Support for an online application may also be important to you as well, and ATS's may vary widely in their ability to support such.
Some packages will be better for hiring exempt employees and some better for hiring hourly.
SonicRecruit is an excellent ATS in my opinion, and I just recently evaluated and selected it for a high volume hiring application. Another one to consider is OpenHire. Similar in functionality to SonicRecruit but I liked the user interface and reportinb ability a bit better with SonicRecruit.
draygor: Bullhorn is a nice application, but it's really intended more for agency/executive search than it is for corporate staffing applications, especially those with significant hiring numbers.

I am interested in you opinion of On-demand solutions such as HRMDirect and Taleo business edition vs. traditional ASP providers such as Sonic Recruiter and Openhire.
It seems to me the functionality and configurability of those systsms are the same and they don't charge a set up fee and the annual costs are usually less also.
Traditional ASP providers justify the set up cost by claiming they can customize the system for each clients needs but when it comes down to it they usually want to charge you extra for those customizations.
It seems to me if you put all of this information in front of a CEO of CFO they would have a hard time approving a traditional ASP.

I haven't used either of the systems you mention. However, it's been my recent experience that SonicRecruit and OpenHire will waive the set up fees unless there's something unusual about the implementation.
And I have never had an issue with a CEO or CFO objecting to set up fees for ASP's.

Re the comment about tradional ASP providers, it is inappropriate to lump all asp providers with your description. While many asp's simply doctor the front end of a large multi user system and charge a big fee for it, many asp providers, such as my company HR-DEPT.COM offer our clients full customization using their forms and adapting to their hiring workflow. Each client application sits in its own environment with a dedicated database. We are not the only firm doing this and the fees for a custom tailored system are not what you might expect. 3 to 6 month ROI is common.
Our company was formed when we discovered a high level of dissatisfaction among clients about having to change their process in order to get effective tools.
Point being, check out the suppliers before you start tarring all with the same brush.

I am guessing no idea about the capability of these systems. If you did you would no that they can also be customized on the fly with each organizations own unique fields and workflow stages,sreening questions, req approval process etc.
The gap between the two is very slim and inching closer and closer each day. My point is that the market is changing. It seems to me that your average organization under 7000 Employeees would be a good fit for any on-demand system.
Someone earlier mentioned that they will usually wave those fees. I have only seen this done when a custoer marries them and signs a three year commitment. If they can wave them why do they need to charge them in the first place? If they need that to get a customer up and running wont they eventually be loosing money?
