How do you find potential candidates who live within a defined hubzone -- without being accused of discriminating? How do you advertise for a position for someone who lives within a certain geographic locale? Seems touchy to me.

Geographical location isn't a protected class - in other words it isn't illegal to discriminate against people based on where they live.
However, you might find yourself in hot water if it turns out your required "hubzone" is underrepresented by certain protected groups.
What is this for? Why are you trying to mandate where prospective employees reside?

My understanding is that when we move our office within a "hubzone" we need (as a small bsuiness) to hire a percentage of our people from within that hubzone - qualifies us as part of a smaller group for bids, etc. (We are small business, woman-owned)

As long as you make sure you aren't overtly/inadvertently discriminating against members of a protected class (i.e., based on race, gender, religion, or disability, and so on), then you aren't discriminating illegally.
