Is there kind of a standard document you can have candidates sign for using their resume in a proposal? Something that says they will be exclusive to your company for the proposal?

If you're saying that you don't want the companies you're proposing to to hire the candidates in your proposal without going through you first, then it's usually the potential client that signs such a document.
If you're saying that you want candidates to agree to not accept jobs from anyone except those found by your agency, well...the only candidates who would sign a document like THAT would be certifiably insane.
