When sending out a regrets letter to someone who was disqualified due to a felony conviction, should I indicate the reason for the disqualification or just send the usual generic regret letter?

A criminal background check will have a disparate impact on the basis of race regardless of when they're conducted in the hiring process. The important issue is whether the basis of rejection is job related and consistent with business necessity.

All the answers above are less than worldclass. Unfortuantely they are also the norm.

Not a single one of you suggests that you have a responsiblity to the job seeker as a stakeholder in the process. Not a single one of you suggests that a recruiter ought to be skilled enough to be transparent about (I assume) bona fide reasons for rejection.

I can only hope that when you apply for a staffing leadership role and are rejected that you will be treated better than you treat your candidates.

I encourage recruiters who seek the easy, transactional practices in the face of an increasingly tough and critical job to find new careers where they can aspire to worldclass performance.

True enough up to a point. But the greater responsibility on the part of the recruiter is towards his/her employer. And a big part of that responsibility is keeping the employer away from employment related litigation. Another part of that responsibility is recommending the best candidate/s for a particular position.
