they need to save questions about the job for their interview? I find myself spending a lot of time answering questions over the phone such as income, benefits, etc. In my personal opinion, this is inappropriate and should be saved for the interview. How should I handle it without seeming like Im witholding information about the position?

I think some pre-interview phone questions are perfectly reasonable. If a candidate won't accept a salary or benefits below a certain level, or won't work for a certain organization/types of organizations, or won't commute to certain neighborhoods, he/she needs to obtain this information pver the phone so that he/she doesn't waste your time in a formal interview.

Absolutely agree with the above. Get the basic questions out of the way first - if you don't, you run the risk of having a total mismatch and losing credibility with both your hiring manager/s and candidates.

If you're getting a lot of the same kinds of questions, you may want to post this information in the advertisement/position description - thus saving your time, and the applicants.
