I work for a slower moving organization and we have many tenured managers and supervisors who do not attend our interviewing training. In addition, we don't see most managers/supervisors patterned interview questions and they at times do not share with us their evaluation of candidates except for when they've selected a candidate. What approach or strategy has your organization taken to convince tenured managers/supervisors that partnering with HR is for their benefit during the recruitment/selection process(e.g., bringing in external consultant or meeting with departments to set expectations) and how have you gone about providing interviewing/selection training to managers/supervisors?

In order to get middle management to do anything, you need to get senior management's buy-in. Present your business-oriented case to the CEO, and if he/she approves, managers and supervisors will suddenly start attending your interviewing training in droves.

I agree. Typical in situations like this is that management is already tasked with a lot, they don't see a reason to do any of this and/or they don't really respect the staffing function.

You by yourself won't be able to change the behavior. You need to put together the "whys" and "whats" of what you want to do in real business terms and get the buy in from senior management.
