I have been tasked to set up an inclusive plan for recruiting, hiring and on-boarding. Does anyone have some ideas? I especially looking for out of the box ideas for recruiting. I have run ads in the usual places and getting little to no responses.

If you are trying to hire offshore, you can try various outsourcing sites. You can find the list in this article: http://www.timedoctor.com/blog/2011/02/22/the-top-6-outsourcing-sites-and-how-to-use-them
It has a short review of each site mentioned so you'll have an idea about the site and an overview of how it works. The site also mentioned a few guidelines when hiring people offshore. It will help you in effectively hiring the right one. You can also post that you are hiring someone and wait for them to contact you. The article also mentioned a few guidelines in posting your jobs/projects so you will be guided.

I've looked at your website and there's a couple of recommendations that I'd offer.

First, though, what are you doing now to attract candidates? You mentioned that you advertise in the "usual places" but don't mention what those are. What other sources are you using to source candidates? Do you have any strategic plans for developing a workforce? Give me an idea of where you are and we can make some more suggestions for you.

My comments about your website job postings is that they're not warm and welcoming. You post a job description that someone has to wade through and then follow it up with a list of application requirements ended with a "if you don't comply, you won't be considered" statement. Not very appealing and if I were a biomed engineer/product manager I wouldn't apply.

Keep it short, friendly and project an attitude of "please send your resume!".

Does your state governor's office have a workforce advisory board? When I did my college internship I worked with one, They were taksed with helping our governor develop policies, but they were also an excellent employment network.

Hello: I am a recruiter and interview coach. Over the years I have learned to source good candidates by directly asking for referrals. If you wait for a response to an ad, you may never locate the right person. It is harder to make the calls but this is the best method and it requires good connections.

How to Address Flagging Motivation?

How do I increase motivation levels in the department? How do I brand my business unit as an attractive place to work? I have top-notch IT professionals in my business unit who feel they are "children of a lesser God" because they are non-billable resources and do not get plum postings abroad, nor the glamour that goes with them.
