We had a great employee in an assistant capacity named kara who was extremely detailed oriented and fast. I have gone through almost 3 people since her that dont measure up in the speed aspect. Some are fast but not detail oriented and vise versa.
Are there any tests or ways I can identify a potential employee that will work fast and be detail oriented in a screening process?

There are a number of companies who offer job and task specific tests, mostly administered online. One that comes to mind is Kenexa Technologies at Kenexa.com

I agree, find a consultant or check with a community college or local employement agency. There are some great skill tests that are timed that can detect a person's ability to spot details (i.e. how quickly they can spot x number of errors).
But you may also need to adjust your expectations to accomodate a realistic learning curve. People do tasks faster the more times they perform them.
