I often read articles that advise job-seekers to by-pass HR and to send resumes and other inquiries directly to the decision-makers or to those they report to.

What do you think about this practice? Does it affect you and why do you suppose these experts advise them to do this?

A lot of job seekers are told this, most times base on the perceptions that recruiters are overloaded with responses and/or they really don't know what they're doing. And they're frequently told to do this by sales people turned job search consultants who really don't know much.

IMO, it's situational. Most in house recruiters really are overwhelmed with resumes. And there are many not so hot recruiters out there, too. In cases like that, getting a resume to a decision maker is not a bad idea. Tracking down a decision maker and contacting that person can be very effective.

On the other hand, there are a lot of companies which make it a policy not to accept resumes other than by online means. In cases like this, the only thing the job seeker will do by tracking down a decision maker and sending a resume will be to piss someone off.

Most people don't do the direct contact thing well. They're either too timid or too aggressive. Networking and personal contacts are extremely effective if done well, however.

In my company (and other organizations I've worked for) the decision-makers generally forward their unsolicited resumes to me with the comment "for your files."

If you have a network contact,that can be effective. Say you know someone who workes there that could get your resume in front of their colleague as a referral.

The bottom line is you need to have the right skills for the job and your resume needs to reflect that. If you are applying for a space shuttle commander, previous experience as a space shuttle commander, pilot or crewmember would be ideal and you would likely get an interview no matter who you sent the resume to.

I can't tell you how many times I have candidates apply for positions that they just do not have any previous experience for. If you have not done the job or something very, very similar, it is difficult for anyone on the hiring side to justify taking a chance.

How do I increase motivation levels in the department? How do I brand my business unit as an attractive place to work?
