Does anyone know how long I am required to keep unsolicited resumes, if at all? What about resumes and applications for solicited openings but on people I didn't hire? I am in Arizona and the state dept. of labor doesn't have the information readily available online or by telephone call.

You won't find any legally mandated length of time to retain resumes and applications. However, a good rule of thumb would be 2 years for actual applications and resumes in response to your solicitations.
If you are in a state which does not have its own state equal opportunity commission, the time to file an EEOC complaint on the basis of discrimination in hiring is 180 days. If Arizon does have such a state commission, then the filing deadline is 300 days. That's pretty much one year right there. If you don't hear about a complaint filed at the 300 day limit for another 60 days, you're at the start of a second year during which you'll have to provide evidence that you're not discriminating in your employment practices.
So, 2 years minimum. Take all your 2009 applications and resumes and put them in a box. If no one has filed any complaints, have a glass of champagne, congratulate yourself and have the 2009 applications shredded or burned on Jan 1, 2012.
