I wouldn't use one. I tried one in India and it was a disaster - our RPO simply scraped job boards for resumes with a few key words in them. No appreciation for our geography and little understanding of applications/technology. We wasted a lot of time going through resumes they submitted before we brought it back inhouse.

I appreciate your concern and agree that offshore outsourcing has failed in many cases like in yours.But it has provided significant benefit as well to many organisations globally. There are certain aspects that need to be in place to ensure its success. Few reasons why outsourcing fails are:

1)Unclear Scope of Project: Companies should specify the project scope and goals clearly to the offshore vendor. Without properly defining the goals and making sure the offhsore vendor understands it, your offshore project fail.

2)Cost Vs Value: Most of the company specify, "Reducing Cost" is the primary motivation

I appreciate your concern and agree that offshore outsourcing has failed in many cases like in yours.But it has provided significant benefit as well to many organisations globally. There are certain aspects that need to be in place to ensure its success. Few reasons why outsourcing fails are:

1)If Scope of Project is unclear: The project scope and goals has to be clearly defined to the offshore vendor. Without properly defining the goals and making sure the offhsore vendor understands it, your offshore project fail.

2)Cost Vs Value:Cost should not be the only motivation to offshore projects which normally the case with most of the companies looking to outsource. With cost being the only reason for outsourcing, it is not clear if the service provider will indeed be able to justify to the project. Instead you should identify the value you are getting from the offshore outsource projects. By focusing on the value like increased customer satisfaction, improved operational efficiency you can succeed in your offshore outsourcing projects.Often outsourcing to the lowest bidder may not be the right choice and you may have to spend more money in the future to correct the inferior quality of work supplied by the service provider.

3)Not tackling the initial hurdles:Any time your work with outside vendors in a project, early problems and issues will occur, offshore vendors are no different. Without understanding and addressing to fix the issues, both you and the offshore vendor may find it difficult and discourage to work through them and this may finally lead to the failure of the offshore project. It should be your responsibility to make sure the issues are escalated properly both by your team and the team in offshore locations.

Though Offshore outsourcing is a powerful way to reduce cost, improve quality, increase efficiency, and refocus on core business, offshore outsourcing initiatives often fall short of managementâs expectations due to few of the reasons mentioned above. However with proper early planning you can have greater success in your offshore outsourcing projects

Let's not forget reason #4:

#4. RPO vendors, both onshore and offshore, often oversell their abilities and set expectations that are unattainable.

In my experience most off shore vendors can't truly meet domestic organizational requirements. From a lack of language culture to overall performance, in my experience, off shore outsourcing is a failure. In fact, were it strictly based upon performance I believe most US Multi-nationals would prefer keeping these processes in the US. Economics is the only reason they are used today and, in that this value proposition is shifting, I am not convinced that they will continue to provide a valued service.

This is very true that Offshore vendors sometimes oversell their abilities and in such cases it is always advisable to get a sample work done from the offshore vendors to check their capabilities. Most of the vendors offer free trial to demonstrate their skills.

Undergoing a free trial with an offshore vendor can be an answer to few questions like:

1)How skilled their resources are?
2)Whether they have sector knowledge or not?
3)How quick they are with their responses?(after all outsourcing is about improving turn around time as well)
4)How much time and money you would have invested in doing the same activity in-house?
4)And most important if they are able to deliver what they are committing?
