For the qualified to be hired job finalists use a talent assessment for screening in future successful employees.

In cases like this, you probably need to get your line managers involved. The quickest solution that I've come up with is to advertise an open house and have your line managers there ready to interview. It sometimes helps if you can have potential candidates call in first, do a quickie phone screen and set up a time for them to interview (this also gives you an idea of how many candidates you may have show up. But don't limit attendance to just those who call).
Have line managers do initial screens of candidates - more than 30 minutes tops - and then have someone there to set up times for people to come back and interview more in depth later in the week.
Doing it starting late in the work day and going into the evening really helps.
