What is the best place to post for part-time contract recruiters? SHRM seems to be mostly full-time regular positions.

I think most posted positions (any type, anywhere) just happen to be for full time regular positions. However, people looking for part time short term work search the same sites as everyone else.

Local SHRM chapters might have referrals. Temp agencies MIGHT have some.
ere.net is a recruiting website - you can post there.
Try googling for local contract recruiter associations/networks. There are a number in larger cities - for example, in Colorado we have ctrn.org which is Colorado Technical Recruiters Network specifically for contract recruiters.

Daily Q&A
How to Address Flagging Motivation?
How do I increase motivation levels in the department? How do I brand my business unit as an attractive place to work? I have top-notch IT professionals in my business unit who feel they are "children of a lesser God" because they are non-billable resources and do not get plum postings abroad, nor the glamour that goes with them. As a result, their motivation suffers.
