I recently interviewed for a position as a Career Services Consultant at college. I felt that the interview went very well and that I was a strong candidate given my experience & KSAs in relation to what they were looking for. The process that day involved interviewing with three different individuals. However, after following up with the hiring manager I was told that they were continuing the process with a more qualified candidate.
While I understand that there are always people out there who have more knowledge and experience, there seems to be something very wrong with how things turned out.
Upon further digging, I found out that the person selected for the position was an internal candidate who held the position of Career Services Coordinator/Administrator - from my understanding a position one level lower than the one I interviewed for.
The strange part is that the internal candidate that got the job was also one of the three interviewers that was actively asking me questions during the face-to-face interview (not just the phone screen).
Is it right that a candidate (in this case internal) is also an objective interviewer of other candidates? This seems like a gross conflict of interests.
I need to know if I'm feeling too much like the jilted lover or if this is indeed in violation of regular hiring practices. Can someone point me into a direction where I might do some of my own research? OR please shed some light on this scenario from your own experience.

It could be a conflict of interest (not illegal), it could be bad form (not illegal), it could be really really dumb (also not illegal).
What are you trying to accomplish with your complaint?

And to whom would you complain? You make no mention of employment discrimination.
As HRPro stated, nothing illegal here from what I can say. Was the deck stacked against you? Definitely.
If you want to make a complaint, make it to the most senior level of this university you can and point out the inherent unfairness of having a candidate for the position interview other candidates for the same position. Probably the most that will happen will be a slap on the wrist for whomever made the selection, but at least you'll have some satisfaction.
And don't think you're really missing out on anything here. I worked in a placement office for a major midwest university a couple of years ago. I found that most people had their own little fiefs and were far more interested in protecting those than in actually doing anything for the students.

Thanks for your responses. I appreciate your insights. The information you've shared with me is pretty much in line with my initial conclusion that they probably didn't do anything legally wrong, but they definitely created an unfair playing field from my POV.
Thanks again for providing some clarity to an HR newbie.

That wasn't the point. The point was that a person who applied for the job was sitting on the interview panel for other applicants.
And promoting from within is a good policy, unless you're trying to change your culture, get a higher level of talent in the door, etc.
