When we advertise positions in certain countries , we have many applications from residents from other nationals- some of which are highly qualified and definetely meet minimum requirements. However due to political and military tensions in the recruiting countries , we are unable to consider these applications due to the security risk it will pose to these individuals and due to increased levels of resistence we would expect to see from staff, government and partners should they be appointed.
How can we reject these individuals without leaving our organization open to risk or critisism?

"Thank you for contacting us about Position X. We are unable to consider your application because we have found a candidate whose background and experience more closely meets our requirements. Thanks again for thinking of Organization X."

Daily Q&A
How to Address Flagging Motivation?
How do I increase motivation levels in the department? How do I brand my business unit as an attractive place to work? I have top-notch IT professionals in my business unit who feel they are "children of a lesser God" because they are non-billable resources and do not get plum postings abroad, nor the glamour that goes with them. As a result, their motivation suffers.
