I feel that LinkedIn is the perfect place to look.  For executive searches it would seem that it is best to reach out to people with the experience you seek rather than expecting them to necessarily come to you.

I have been told that we do not want to use an executive search firm (which would be my preference). I have also been told that we are not interested in the Ladders (?) We would like to cast out the net to employees in the area as opposed to doing a national search. Does anyone have any experience and success with posting such a position on a website other than careerbuilder, monster, etc?

I am also a believer in LinkedIn for posting your position as well as looking at who is in your network along with the networks of other executives within your organization.  These are great contacts from which to begin the networking process of 'who do you know'?  Also check in with any consultants working with your organization (industry or function appropriate) to see who they might suggest to network with.  The key is to find the right contacts (good people know good people).  This pool of contacts may bubble up the executive you are seeking for the job.

There were other good suggestions as well such as contacting university alumni or MBA groups for posting or participating in an email distribution.  Associations connected to the desired executive's domain expertise or industry segment may be helpful.  Roundtables within the association may also be helpful from a networking perspective.  Local chapters of large associations help pinpoint local talent. 

An alternative to conducting a full search is to work with a firm willing to provide the sourcing and candidate generation phases of the search process.  Typically an hourly rate is billed rather than a full fee.  If you have a strong internal process and provide a solid candidate experience, you may be interested in this approach to outsource part of the search while managing expectations.

There are several outplacement firms that offer access to their resume databases without cost. ex: Lee Hecht Harrison (LHH). These will be active, not passive, candidates though.
