I've never heard the term, but I suspect that you're talking about a fixed length contract for a person on your payroll.
You can do this, but keep in mind that this arrangement should be for a relatively short period of time (no more than 6 months). And also check your SPD's for benefits - it might very easily be that your SPD's would consider these types of contractors as employees for purposes of benefits.
For one or two, such an arrangement might work. But if you're going to have more, you might be better off negotiating with a temp firm to payroll these people for you.

We have seen companies advertising 8-12 week w2 contract positions. So what would be the advantage to an employer of having someone as a W2 contract vs. 1099?

It may not be that there is an advantage to the employer but it is far better for the employee. I will not list all the advantages but there are many.
Also the positions may be such that:
1. The employer must completely direct all the work.
2. The hours do not permit other employment.
3. Sometimes there are government funded programs (training/interns) that provide employers funding if the trainee are employees only.

It may be the work that these employers need done doesn't fall into the legislated definition of independent contractor work. So it benefits the employer to have W2 employees do this work in that the employer is not breaking the law.
